A two day meet of Nodal Officers’ of CSIR E-Journals
consortium was held at NAL during 29th-30th of September 2008. In total, 41 participants from 33 CSIR represented their respective laboratories including the Director and COFA of NISCAIR, the consortium administrator. The main objective of this meet was to explore the various ways and means to ‘rationalise’ the journal subscription to meet the growing needs of the user community and the escalation of the journal subscription.
The inaugural ceremony was held on 29th morning at 10 a.m. Mr. Shyam Chetty, Head FMCD and Chairman Library Advisory Committee, in his welcome speech appreciated the efforts done by the E-Journal Consortia’s team in providing access to more than 6000 titles for the benefit of CSIR community. The inaugural speech was delivered by Mr. S K Rastogi, the Director of NISCAIR. In his speech he highlighted the efforts made by NISCAIR in realizing the consortium and problems faced due to unreasonable increase in the subscription by one of the publishers and the need to find possible solution to face the challenge and meet the expectation of the CSIR scientists.
A brief introduction about the e journals consortium from its inception to the current status was presented by Mr. Prakash Chand, the Coordinator of the consortium. He also spoke about the purpose of the meet and the efforts being put in this direction to provide access to the more resources to all the laboratories. Advisor (M&A), NAL , Dr. M R Nayak delivered the ‘Residential’ which he thought was more appropriate term instead of Presidential since NAL being the host, address. In his remarks, he mentioned the present problems being faced by the librarians to meet the persistent demands of the user community because of the cost factor and the rigid attitude of the publishers as he is on the editorial board of many important journals. He praised the initiative taken by the consortia and wished success in this endeavor. Dr. I R N Goudar, Head, ICAST proposed the vote of thanks.
A detailed presentation by Mr. Prakash Chand on adopting different ‘approaches to build an unique and vibrant information resource base in CSIR system’ was the next item . In his presentation, he came up with the objectives and amicable solutions to the journal crisis being faced by the CSIR labs. ‘Quick document delivery system through ICAST gateway’ as one of the tools to make use of resource sharing for journal holdings of all CSIR libraries, especially for Elsevier titles was demonstrated by Ms. Poornima Narayana, Dy Head ICAST.
Post lunch session was group discussions for finding solutions to this problem. The first and foremost point was finding a permanent solution to the access to “Elsevier titles’ , the most in demand by the CSIR users’ followed by other publisher’s holdings. The discussions continued the subsequent day till lunch session which were nothing short of ‘brain storming’ and ‘mind bogging’ sessions. Ultimately, The resolutions/recommendations were framed by the committee with the following mandates:
Building an unique title based collection;
Print subscription and dissemination with respect to e-only access;
Pooling and sharing mechanism for expansion of resources;
Evolve a cost sharing model among the labs.;
Resource sharing among labs. ;
Training requirement;
Open consortium for national S&T institutions which eventually will lead to ‘Consortium of consortia’s’ viz., INDEST, DST, INFLIBNET etc.
Dr. A R Upadhya, Director joined the discussions for a short while the next morning . He mentioned that there is a need to “match resources to demand” by the librarians who have an important role in balancing the user’s needs as the cost and also the number of journals are escalating because of emergence of new disciplines. He emphasized on the “ rationalization” of journal subscription as there is a need to debate on the right resource for right information. Further, he advised the Information providers to be ‘unemotional’ in deciding the continuity or subscription for new titles.
The concluding session had Dr. Ranjan Moodithaya, Head, KTMD/ATF presiding and wishing the consortia all the success. The meeting ended with thanks to the Director, NAL and team ICAST for the excellent arrangements made in spite of the short notice.

Lecture Course on Advanced Flow Diagnostic Techniques
The Experimental Aerodynamics Division of NAL conducted a three-day lecture course on Advanced Flow Diagnostics for engineering college faculty, graduate students and practicing scientists as part of NAL’s Golden Jubilee Celebrations. The aim of this lecture course was to leverage the vast knowledge base generated in the past decade by EAD on flow diagnostics and to enable its dissemination for the benefit of student and practitioner alike.
The course was inaugurated by Prof. A Prabhu on 17 September 2008. Dr Sajeer Ahmed, Head, EAD welcomed the participants and introduced the goals of EAD and purpose of the course. The presidential address was delivered by Director, NAL. Dr. Upadhya elaborated on the need for new experimental tools to understand the flow. This understanding would then be used for flow modeling and later control. He explained the need for such tools to be non-intrusive and be able to address complex flows. He credited the EAD for the developments in Pressure Sensitive Paints which was recently used to produce data on the LCA, thus demonstrating the capability of the technique to generate data on complex wing bodies in real-life flows.
Prof. A Prabhu, Chief Guest of the function, stated that to understand flow phenomena, full field measurements are necessary. In particular in complex flows with vortex interaction, point measurements are insufficient. He congratulated the EAD for having developed this expertise and carefully nurtured the use of these techniques. In a lighter vein he told the participants that reading a text book can give some meaning, but philosophers go to Masters to do Sadhana, as the Masters– in this case the lecturers of the course have learnt from practice.
Dr Venkatakrishnan, Coordinator of the lecture course, outlined the aims and objectives of the course and the schedule to be followed. The inaugural concluded with him thanking the various people involved in organizing the course.
A total of 8 topics in flow measurement ranging from traditional to futuristic were covered over three days. Each afternoon was devoted to a demonstration of the practice of these techniques. The course ended on 19 September 2008.
While the initial envisaged participant strength for this course was 30; in order to maintain a class-room like atmosphere; there was an overwhelming response for this course with the final count at 77 participants. At the end of the course participants were given a feedback form to rate various aspects of the course on a scale of 1 to 5 with 5 being the highest. The overall averaged score was finally calculated at 4.25 showing that the course had significant impact.
2008 is a very special year for us at NAL as we are celebrating our Golden Jubilee. We from Hindi department decided to include some special events in the Hindi Fortnight celebrations. Three Hindi competitions were organized for the first time amongst various Central Government Offices situated in Bangalore. Variety of competitions like Hindi antakshari, written quiz, solo songs, relay songs, terminology, sulekhan, conversation, typing, noting & drafting, Crossword puzzle, Swarachit Hindi Kavitha Paath were conducted for the NAL staff members. Besides, three competitions were conducted for the students of Kendriya Vidyalaya, NAL Campus, a Hindi Workshop held for the technical offices in Gr. III (3) and III (4), and a Hindi book exhibition organized in ICAST (Library) between 25th August and 12th September 2008.
Dr A R Upadhya, Director, NAL presided over the Hindi Day function on 16 September 2008. Dr M Shankar Prasad, Chief Manager (OL), HAL Corporate Office, Bangalore was the Chief Guest. Shri Shekar Anandan of General Administration presented a melodious invocation followed by welcome speech by Smt. Rama Mahadev, Sr. COA. Dr Jaideep Sahai Mathur, Senior Scientist of CTFD, NAL delivered the Key-note Lecture in very simple and easily understandable manner in Hindi on ‘The role of CFD in Aircraft R&D’.
The chief guest Dr Shankar Prasad released the Director’s Report: 2007-08 and addressed the gathering. He gave several anecdotes in respect of evolution and progression Hindi as Official Language emphasizing that Hindi could gain prominence in official dealings when we respect the Government Policy on Official Language and start using Hindi voluntarily. Many countries like Japan, Russia, and China have proved the point that scientific development of a nation is very much possible through their own languages.
Dr Upadhya, Director, NAL in his presidential address said that Hindi is the best medium for national integration, which is under threat due to unhealthy growth of regional chauvinism. Hindi is a simple and easy language to learn and use. He requested senior officers to take initiative and set an example before the juniors so that the targets set by the Govt. of India for the purpose under the Annual Programme can be achieved, in NAL.
Dr Shankar Prasad distributed the prizes (as many as 118) including the awards to the winners of various competitions, shields for the Best Rajbhasha Division Award to ACD (received by Shri H N Sudheendra, Dy Head, ACD); Best Rajbhasha Section Award to the Stores & Purchase Section (received by Mr R K Rao, COSP). The function concluded with vote of thanks proposed by Dr P S R Murthy, Sr. Hindi Officer.

Road shows planned at Belgaum
NAL team comprising of Mr C V Giri Raj and Dr M N Sathyanarayana visited Gogte Institute of Technology and KLE Society’s college of Engineering and Technology at Belgaum on 16 Sep 2008 to discuss about the proposed Road shows planned as part of NAL’s Golden Jubilee Celebrations. The Road Shows would showcase NAL’s capabilities and technologies and would be followed by a one day knowledge exchange workshop.
The main theme of the Road Show is to acquaint the engineering college students and general public in and around Belgaum with up-to-date and latest technology initiatives of NAL. NAL team had detailed discussions with the faculty members and the Principals of both institutions have evinced keen interest and assured full support for the event. The event is tentatively planned for the last week of Feb 2009.
Conference on Asian Network of Major Cities 21 (ANMC 21)
The Asian Network of Major Cities 21 (ANMC 21) is an inter-city network of Asian Capitals and Major Cities which, by strengthening bonds and cooperation among major Asian Cities, enhances the international profile of Asia and undertakes joint projects on common tasks such as crisis management, environment management and industrial development, applying the outcomes achieved towards the prosperity and development of the Asian region.
Air traffic demand in the Asian region is projected to greatly increase. But the aviation industry in Asia currently relies primarily on development with Western manufactures. In order to contribute to the growth of the Asian aviation industry and further fortify Asia’s identity, this conference aims to promote the development, manufacture, and operation of Asia’s own small to medium-sized passenger jet by fully utilizing the technologies and capabilities of Asia.
The ANMC 21 is scheduled to meet at Bangalore on 20 October 2008 at Eagleton Golf Resorts and is being hosted by National Aerospace Laboratories, Bangalore. This will be a three day event, first day for the conference (20 October 2008) second day for site visits to Infosys, HAL and NAL (21 October 2008) and the third day (22 October 2008) for a meeting with Delhi Metropolitan Government officials.
In this connection, two officials from Tokyo Metropolitan Government namely M S Natsuna Araki and Mr Yuichiro Kizki were in Bangalore to discuss in detail the related issues about organizing the conference.

Co-Flow Jet Facility
The subsonic co-flow jet facility developed in the premises of the low speed laboratory of Experimental Aerodynamics Division was formally inaugurated by Dr. A R Upadhya, Director on 8 September 2008. This facility is developed under the support of AR &DB.
The salient features of this facility are
Large range of Area ratio, Velocity ratio.
Inter changeable inner nozzles- Circular, Elliptic.
Low speed to high subsonic.
Top-Hat exit profile and low exit turbulence level.

Virtual Instrumentation based controls and automated data acquisition system for pressure and velocity survey.

The present investigation planned in this facility aims at obtaining flow structures in the near field of low aspect ratio elliptic jet in the presence of the external co-flow; 2D and stereo PIV techniques will be used to obtain the instantaneous velocity and vorticity fields in the longitudinal and transverse planes. The phenomenon of axis switching in these non axi-symmetric jets will be studied from the point of view of evolving flow structures in the near field.

Training Programme on “Crafting Effective S & T Communication”
A programme on “Crafting Effective S&T Communication” was organised by Human Resource Development Centre (HRDC), Ghaziabad at NAL during 29-31 August 2008. Thirty four Scientists of the level of B and C from various Divisions of NAL & C-MMACS attended the programme. Dr. Manu Saxena, Scientist, HRDC Ghaziabad coordinated the programme. The faculty comprised of Dr. K Satyanarayana, Senior Deputy Director-General, Division of Publication and Information and Editor of Indian Journal of Medical Research, New Delhi, Dr. B C Sharma, Former Scientist, NISCAIR, Dr. Y K Gupta, Head of the Department, Department of Pharmacology, Indian Institute of Medical Sciences, New Delhi and Dr. I R N Gourdar, Head, ICAST, NAL.
Dr. K Satyanarayana presented a lecture (in 2 parts) on various aspects of Scientific writing including ways to write and publish papers. The lecture concluded with a brainstorming session with participants on choosing title, abstracts, authorship-issues and sharing of experiences by those who had already published papers. His second lecture dealt with the importance of IPR in S & T communication.
Dr. I R N Goudar spoke on the Impact of Open Access on S & T. While highlighting the importance of this, he also explained how open access functions at National Aerospace Laboratories.
Dr. B C Sharma gave three interesting lectures on language and style, data presentation and review process in research communication. He also emphasized the importance of effective presentation, apt summarization and frequent grammatical errors observed.
Dr. Manu Saxena delivered the lecture on Crafting Effective Technical Presentation. This talk also highlighted the effective use of visual aids in the presentation and delt with proper planning and organizing information.
Dr. Y K Gupta spoke on the relevance of ethical issues in S & T Publications and the importance of the impact factor of journals.
The programme was well attended. The group tasks and discussions were lively and benefited a large group of Scientists at NAL. We look forward to many more programmes of HRD, Ghaziabad to be conducted here at NAL.

Proposed AEROFEST 2008
As part of NAL’s golden jubilee celebration National Aerospace Laboratories along with National Institute of Technology (NIT) and Manipal Institute of Technology (MIT) are planning to jointly organise AEROFEST 2008. The event is tentatively planned for 19 - 24 Dec 2008.
AEROFEST 2008 will comprise of an exhibition and knowledge exchange workshop, Micro light cross country safari from Bangalore to Malpe and Demonstration flights of Micro lights, Power hang gliders including HANSA and MAVs from NAL and UAV’s from NIT.
As part of the AEROFEST 2008 an aeroquiz is being organsied for the engineering students of NIT and MIT. The winners of this quiz (approximately 40 students) will be given air experience flights at the Mangalore airport during the AEROFEST 2008.
The district authorities of Udupi have assured full support for organising the event.
